BACKGROUND BRIEF

 Airline safety consultant, professional air safety investigator, aviation safety consultant, commercial pilot, air traffic service (ATS) officer and project manager with 51 years aviation experience. Extensive experience developing airline safety management systems, airline risk management procedures, conducting airline, airport and ATS related air safety investigations involving terrestrial and satellite-based communications, navigation and surveillance systems. ·         Two years consultancy developing the Safety Program Office and airline safety culture in all operational environments for Impulse Airlines Pty Ltd (QantasLink) and development of an operational safety database and risk management system.

·         Three years pioneering the investigator flight safety position with Ansett Australia and development of operational safety database system.

·         Eight years of on-site and office investigations of aircraft and ATS related accidents, incidents, occurrences, and research projects.

·         Fifteen years in special projects and systems such as Global Positioning, Global Navigation Satellite, Traffic alert and collision Avoidance, Future Air Navigation, Precision Runway Monitoring, Flight Data Processing, ATS Recording requirements and ICAO ATS Air Safety Investigation Manual.

·         Seven years middle level management in Airways Systems Requirements for terrestrial and satellite based operational facilities justification, specification, documentation, project planning and management for analogue and digital communications, navigation and surveillance systems.

·         Three years instructing ab initio ATS officers in the Central Training College, Melbourne.

·         Seven years service at ATS units and centres providing pilot briefing, air traffic management, communications, navigation, surveillance, operational information and search and rescue alerting.

·         Aircraft endorsements include single and multi-engine types with operations under both the visual and instrument flight rules (VFR/IFR).

·         Approximately 9,000 hours accumulated in aerial agriculture, charter (single and multi-engine) and other low level aerial work operations such as aerial mustering.
